You just need to learn how to navigate down the phone tree in response to the various prompts. For "customer loyalty" I recommend you ask for "retentions" as you go down the tree. It's always worked for me.

AT&T HAS NO LOYALTY TO CUSTOMERS. After 31 years of being a customer, my bill for expanded cable, ZERO movie channels and internet is $175. I'm definitely shopping for different providers before the next billing cycle. It's obvious that AT&T 'S "CUSTOMER LOYALTY" means it's a one way street. Be loyal to them, while we get screwed. I needed help with my issue and the agent transferred me to the loyalty department, she said that they are the top of the top to solve most issues. When I talked to the lady from loyalty, she was super rude, very aggressive, she was argumentative, she treated me as if I wasn't understanding what she was saying, she was plain aggressive.
