1- for the most part yes u can get what u need and get out, tho some items like the second elemental you need like the whole chapter to complete and other sidequests from other levels. 1 - You can just get to the minigame and beat it. No need to complete the entire chapter. 2 - Where you're at, chapter 14 iirc.

During the raid on Midgar during disc 2, from the screen with the Turks, go right at the first fork (left takes you to the Sister Ray), then go left at the second fork and crawl up to the Shinra Building.
