Boeing moved to Chicago because upper echelon management are a bunch of pussies! Being based in Seattle put them right in the heart of much of their workforce and they didn’t want to have to face them when times were tough. Moving to Chicago got them away from labor and made their lives much easier. At least until the 737 MAX debacle came along.
