When some users call between phones at their site the phone will ring but as soon as you answer it you get a busy signal. if we reset the phone it goes back to working. its not all phones. it seems to be random at the moment. during the same period you can call those phones from a phone at another site and it works just fine. any suggestions?

Added site # 13 and all of the sudden we are getting All circuit Busy signal when dialing internal calls to other remote sites and this is only happening on site 13. The wiered things is its always call number 3 or 4 (For example...If user 1 and 2 make a call then user 3 makes a call, user 3 will experience the All circuit Busy)

Instead it is a stutter dial tone telling you tha a message is waiting. If it is, you can still use the phone, both outgoing & incoming. I would disconnect the phone service at the RG by removing the plug from the tel 1/2 jack - squeeze the clip - pull gently. No need to pull hard if the squeeze is strong.
