If you do not play Terran starts (in AP) you can get the Personal HeadQuarters. Else ,in TC/Reunion ,most starts have it enabled. With the PHQ you can reverse engineer many ships. Yes you sacrifice the ship so save equipment,lasers etc. (there is a new menu item in AP PHQ,so not sure if this still applies)

To reverse engineer a ship takes as long as one production cycle for that ship type (this means a Valhalla will take a whopping 11.6 days to reverse engineer and rebuild). Blueprints can also be obtained from Buy Blueprints missions that appear once the Player Headquarters is built.
